BARCELONA — Shopkeeper seeks comfort from her mannequin: A vendor sits at her shop during a major power outage in Spain, April 28, 2025. Spain’s Prime Minister Pedro Sánchez attributed the outage tostrong oscillationin the European grid, although the cause was still being investigated

Monday’s power failure was the second one since March 20, when a fire broke out, cutting off electricity at London’s Heathrow Airport. Security officials there endeavored to safeguard Great Britain’s energy grid against what some are calling Russian sabotage.
